Joseph McCarrol Carter of Richmond, formerly of Caroline County, entered into eternal rest Saturday, May 8, 2021. He was preceded in death by his father, Howard A. Carter; brother, Howard L. Carter; and a sister, Mary Freeman. Surviving are his mother, Georgia B. Freeman; two sisters, Ruth L. Carter and Joyce Byrd (Robert); three nieces, Belinda, Tracy and Michelle Carter; one nephew, Parrish Freeman; sister-in-law, Barbara J. Carter; other relatives and friends.
